Aviso n.º 61/2026/1 Sumário: O Secretariado-Geral do Conselho da União Europeia transmitiu, em 30 de maio de 2025, a Ter- ceira Ata de Retificação do Acordo de Parceria Económica entre os Estados do CARIFORUM, por um lado, e a Comunidade Europeia e os seus Estados-Membros, por outro, assinado em Bridgetown, Barbados, em 15 de outubro de 2008, e no Haiti, em 10 de dezembro de 2009, cujo texto na versão autêntica em língua portuguesa, incluindo as retificações do texto em inglês constante do anexo III, apêndice 1, do Acordo, se publicam em anexo. Por ordem superior se torna público que o Secretariado-Geral do Conselho da União Europeia transmitiu, em 30 de maio de 2025, a Terceira Ata de Retificação do Acordo de Parceria Económica entre os Estados do CARIFORUM, por um lado, e a Comunidade Europeia e os seus Estados-Membros, por outro, assinado em Bridgetown, Barbados, em 15 de outubro de 2008, e no Haiti, em 10 de dezembro de 2009, cujo texto na versão autêntica em língua portuguesa, incluindo as retificações do texto em inglês constante do anexo iii, apêndice 1, do Acordo, se publicam em anexo. A República Portuguesa é Parte neste Acordo, aprovado pela Resolução da Assembleia da República n.º 81-A/2013 e ratificado pelo Decreto do Presidente da República n.º 63-A/2013, ambos publicados no Diário da República, 1.ª série, n.º 115, suplemento, de 18 de junho de 2013, tendo depositado o instru- mento de ratificação junto do Secretário-Geral do Conselho da União Europeia, em 8 de julho de 2013. Nos termos do artigo 243.º, n.os 1 e 2, o Acordo entrará em vigor no primeiro dia do mês seguinte à data em que as Partes procederem à notificação recíproca da conclusão das formalidades necessárias para o efeito. Essas notificações devem ser enviadas ao Secretário-Geral do Conselho da União Europeia, o qual será o depositário do presente Acordo. Aviso n.º 61/2026/1 14/15  1.ª série N.º 122 26-06-2026 Aviso n.º 61/2026/1 119948886 15/15  1.ª série N.º 122 26-06-2026 ECONOMIA E COESÃO TERRITORIAL Portaria n.º 275/2026/1, de 26 de junho Sumário: Procede à terceira alteração ao Regulamento Específico da Área Temática Ação Climática e Sustentabilidade, aprovado em anexo à Portaria n.º 125/2024/1, de 1 de abril, alterada pela Portaria n.º 208/2024/1, de 13 de setembro, e pela Portaria n.º 208/2025/1, de 8 de maio. A regulamentação específica do Portugal 2030 é desenvolvida por área temática, permitindo aos beneficiários dispor, de forma consolidada, das regras aplicáveis aos instrumentos de apoio com objetivos e naturezas similares. O Regulamento Específico da Área Temática Ação Climática e Sustentabilidade foi aprovado em anexo à Portaria n.º 125/2024/1, de 1 de abril, alterada pela Portaria n.º 208/2024/1, de 13 de setembro, e pela Portaria n.º 208/2025/1, de 8 de maio. A presente alteração é fundamentalmente justificada pela necessidade de alinhamento com a repro- gramação dos Programas do Portugal 2030, na sequência do processo de revisão intercalar previsto na regulamentação da União e concretizado no final de 2025 com a aprovação das reprogramações dos vários Programas do Portugal 2030. Assim, em conformidade com o processo de reprogramação, foram introduzidas alterações nos artigos 2.º, 3.º, 9.º, 13.º e 16.º das disposições comuns, bem como nas secções i — Apoio à eficiência energética e descarbonização da administração pública central, regional e local, iii — Fomento do arma- zenamento, melhor gestão e acrescida digitalização das redes de energia, iv — Adaptação às alterações climáticas, gestão de riscos e recursos hídricos, vi — Ciclo urbano da água e vii — Gestão de resíduos urbanos, ao nível de tipologias, elegibilidades, critérios específicos de elegibilidade, delimitações tem- porais e territoriais para alinhamento com as opções da reprogramação de 2025. Simultaneamente, foram introduzidos alguns ajustamentos para clarificação de aspetos relativos, designadamente, ao tratamento de receitas, a beneficiários e tipologias, no sentido de conferir maior segurança na interpretação das disposições aplicáveis a esta área temática, bem como ajustamentos que decorrem das alterações introduzidas ao nível da orgânica de alguns serviços, como é o caso da emissão de pareceres. Nos termos do disposto na alínea c) do n.º 2 do artigo 9.º do Decreto-Lei n.º 5/2023, de 25 de janeiro, que estabelece o modelo de governação dos fundos europeus bem como dos respetivos programas para o período de 2021-2027, compete à Comissão Interministerial de Coordenação do Portugal 2030 aprovar a regulamentação específica de aplicação dos fundos europeus do Portugal 2030, proposta pelas autoridades de gestão e elaborada conjuntamente pelo órgão de coordenação técnica e pelas autoridades de gestão. Nos termos do disposto no n.º 7 do artigo 9.º do mencionado decreto-lei, as deliberações da Comissão Interministerial de Coordenação do Portugal 2030, no exercício da aprovação de regulamen- tação específica, são adotadas por portaria do membro do Governo responsável pela gestão global dos fundos europeus.
